Who can apply for a new water service connection?
The owner of the property where the service connection will be installed, or his/her authorized representative, may file the application at the DWD office. Customers may also download the New Service Connection Form online.
What are the requirements for a new water service connection?
For residential property owners
- Completed application form with Sketch/map of location
- Valid ID with picture
- Water Bill of nearest neighbor
- Payment for Application Fee and estimated materials
NOTE: The water service connection will be placed under the name of the owner. The WSC application and installation fee is Php 2,000.00 (for 1/2” Water Meter exclusive of estimated materials).
Why did DWD disconnect my water service?
Water service connections are disconnected by DWD for the following reasons:
- Failure to pay on or before the due date as prescribed in the disconnection policy of DWD
- Presence of illegal connection
Can I request DWD to temporarily disconnect my water service connection?
Yes, to request the temporary disconnection of your water service, please visit the DWD office. Only registered DWD consumers will be entertained.
What should I do if my water service connection was disconnected?
Visit DWD office to learn the full amount of unpaid bills, and upon full payment of all the required fees, then re-connection follows.
How much is the re-connection fee?
- 60th day and below : P50.00
- 61st day to 90th day : P100.00
- 91st day and above: P200.00
What do I do if I see leaks before my water meter?
To report such leaks, please call the DWD Hotline (047) 481-3718. Our customer service representative will be more than glad to handle your call.
What should I do if my water meter was stolen?
Just call the DWD Hotline (047) 481-3718 within 24 hours and report discovery of the incident. The replacement of lost or stolen water meter/s shall be charged to the account of the registered consumer on the second offense.
Why does my water bill increase abruptly?
Among the reasons for abrupt increases in water billings are:
- Increase in the number of users under the same account
- A leak after the water meter
- Un-monitored water usage or consumption
- Un-noticed dripping of water
- Un-noticed damaged/defective float valve of rest rooms water closet
Why is my water bill computed as average?
- Your water meter is obstructed (i.e. Entrance gate of compound is closed, Presence of domestic animals in the area and others) and because of this, the meter reader is unable to read your meter. Hence, your water bill is computed as average
- The meter reading is doubtful and may be due to a defective or tampered meter
- The meter was determined to be defective or is suspected to be defective
Why does the tiny wheel in my water meter continue to spin even though we are not using any water?
There may be a leak in your plumbing system. To check for leaks, close all water outlets inside your property and observe your water meter. If the water meter continues to move then there may be an underground leak within your water/plumbing system. Contact a plumber who can investigate and fix the leak.
How come the tiny wheel in my water meter does not spin even though we are using water?
Your meter may be defective. Immediately contact DWD office or DWD Hotline (047) 636-1325 to report your meter.
Can I pay my water bill even if I do not have my Billing Notice?
Yes, just provide your correct Account Number and Account Name including the address to the cashier or bring old receipts for reference.
Where should I pay if my water service connection is disconnected?
If your water service has been disconnected, please proceed to our office immediately. You will be reconnected within 24 hours upon payment of the unpaid bill amount and required reconnection fee.
Do the payment centers accept check payments?
Yes, our payment office accepts checks, except post-dated checks.

Yes, you may settle your bill at any of our accredited payment channels even without the hard copy of your SOA. Please just make sure to provide the correct Account Number to avoid erroneous posting of your payment. You may also access this link so you can easily access your SOA online.
Can I pay my water bill even if it has a Notice of Disconnection?
Yes, our accredited payment partners will accept your payment even if your water bill reflects a Notice of Disconnection.

What are the illegal acts under the RA 8041 (National Water Crisis Act of 1995)?
The Republic Act 8041 prohibits any malicious acts that can injuriously affect the quantity and quality of water such as, but not limited to, the following provisions of its Implementing Rules and Regulations:
- Installing by-pass connections
- Double or more than one tapping
- Illegal change of service pipe
- Illegal change of size of service pipe
- Illegal installation of public faucet
- Illegal re-opening of water or sewer service connection
- Illegal separation of tapping of additional water service connection
- Illegal tapping to sewer manhole
- Illegal transfer of location of tapping of water or sewer service connection
- Illegal transfer of registered service to another property
- Illegal dismounting of meter
- Reversing connected meter
- Selling of water
- Tampering of service valve
- Tampering of water meter
- Unauthorized use of booster pump
- Unauthorized use of stub-out water or sewer connection
- Unauthorized water or sewer main extension
- Unauthorized or unregistered connection of water or sewer service
- Use of unregistered additional water or sewer service connection
What are the penalties in violating the National Water Crisis Act of 1995?
Aside from imposing under-collection charges as penalty for violation of RA 8041, the following provisions in the Implementing Rules and Regulations shall be charged to the offender if no settlement has been made, or after the Notice of Final Demand has been served:
- Imprisonment of six months to two years and a fine not exceeding double the amount of the value of the water stolen or the value of the damaged facilities;
- If the offender is assisted in the commission of the crime by a plumber, officer or employee of the concerned water utility, the said employee, officer or plumber shall be punished by imprisonment of two years to six years.
- When the water stolen by the offender is resold or extended for profit, the offender will be punished by imprisonment of six years to 12 years.
- Permanent disconnection of water service connection and termination of water service contract.
What are the conditions for the availment of Senior Citizen Discount?
R.A. 9994 Expanded Citizen’s Act
- Senior Citizen must be a resident
- Privilege is granted per household with consumption NOT EXCEEDING 30 cubic meters regardless of the number of senior citizens residing therein. Discount is 5% of the monthly bill.
- Meter registration should be in the name of the senior citizen.
- Dinalupihan Water District reserves the right to investigate the veracity of information provided by the applicant and to file appropriate legal matter under the law in case of any false statement or misinterpretation.
